RELOP publishes study about the impacts of COVID-19 and the measures implementes in the six member-countries

For the first time in world history we are witnessing a global public health emergency, with simultaneous effects on the whole planet. In the span of fifteen days, the State of Emergency, or its equivalent, was declared in the six countries represented in RELOP (Angola, Brazil, Cape Verde, Mozambique, Portugal and São Tomé and Príncipe).

The main priority of the energy sector regulator was to guarantee the security of supply, consumer protection and the stabilization of the sector during confinement and the subsequent economic instability.

RELOP quickly launched a survey to its members in order to identify the main tendencies, innovative responses and good practices adopted by the portuguese-speaking energy regulators. The results of this query were discussed and analised in the Webinar “Impacts of COVID-19”, on the 22nd May 2020.

Following this webinar, RELOP now launches a comprehensive study which analyses the regulatory response of its member-entities, along with each country’s government’s reaction, in the first stage of the pandemic.

Session II: Opportunities and Challenges for the Regulation of Fuels

The second session of the I RELOP Cycle of Debates took place on the 29th October 2020, dedicated to the “Opportunities and Challenges for the Regulations of Fuels”. The topics debated were:

  • the current challenges in the international fuel market;

  • analysis of its repercussions in the production and regulation of fuels;

  • the future of the role of fuels and natural gas in the energy transition;

  • the management of the security reserves: the portuguese case.

The session was moderated by Dr. Olegário Tiny, Vice-President of RELOP and President of Agência Nacional do Petróleo of São Tomé and Príncipe. The average interest rate was 89% and 76 people participated in the session.

Current challenges in the international fuel market

Intervention summary:

  • Discussion of the current challenges in the international fuel market and its repercussions on the short, medium and long term production and regulation of fuels.

  • Contextualization of the oil price fluctuations in international markets, following the widespread confinement and the shut-down of a significant part of the industry, caused by the Covid-19 pandemic.

Future role of fuels and natural gas in the energy transition

Intervention summary:

  • Analysis of the role of fuels and natural gas in the energy transition, through the increased penetration of renewables in the energy sector.

  • Discussion of possible future scenarios for the transition and for fossil fuels in the current context of the global health crisis, with significant effects on the global economy, considering the estimated investment in fossil fuels and renewable energy.

Management of security reserves in Portugal

Intervention summary:

  • Analysis of the management of security fuel reserves in Portugal, through the legal framework of the activity and the exposure of innovative solutions implemented in the Portuguese case.

  • Some innovative developments include the creation of a one-stop shop that brings together all authorities in the Portuguese energy sector, reducing costs for operators and allowing administrative activities to be carried out in a simplified manner.

  • It is also worth mentioning the creation of an Intervention Plan and the Use of Security Reserves, intended for a quick and efficient response in crisis situations.

Session I: Governance for the Global Energy Transition

The first session of the I RELOP Cycle of Debates took place on the 22nd October 2020 and was dedicated to the “Governance for the Global Energy Transition”, through the discussion of the main challenges and opportunities created by the implementation of a sustainable economic and energy global system.


In this session, moderated by Dr. Efrain Cruz, President of RELOP and Director of Agência Nacional de Energia Elétrica do Brasil, participated 95 people, with an average of 91% of interest.

Main challenges for the energy transition

Intervention summary:

  • Discussion on the main challenges for a global and integrated energy transition.

  • Analysis of the world energy matrix, the various sectors with a determinant role in the transition (energy, transport, buildings and industry), of the security of supply, environmental sustainability and economic development and essential tools for the performance of the system and of the main initiatives and strategies.

  • Presentation of the main areas developed in Brazil.

European Approach: The European Green Deal

Intervention summary:

  • Presentation of the multi-faceted approach of the European Green Deal, enphasizing the economic and energy transition.

  • Analysis of the main strategies and initiatives, of the european governance model, of the Single Energy Market and of the National Energy and Climate Plans (PNEC).

Regulation for the energy transition

Intervention summary:

  • Analysis of the role of regulators in energy transition, as facilitators and stabilizers of the market, through the elimination of barries to the entry and promotion of innovative solutions, fighting energy poverty.

  • Creation of a system of incentives for the progressively significant integration of sustainable alternatives in the energy sector.

I RELOP Cycle of Debates: Energy access democratization: Regulation and Citizenship

During the months of October and November 2020, the first RELOP Cycle of Debates took place, dedicated to the theme “Energy access democratization: Regulation and Citizenship”.

This Cycle was divided into three sessions, each dedicated to a specific topic, which made it possible to deepen the chosen theme both through debate and knowledge sharing between the guest speakers and the members of the Association, as well as through the analysis of practical cases.

RELOP launches “Technical Regulation Award”

RELOP announced the first edition of the “Technical Regulation Awards”, which aim to reward the best technical article under the topic “Energy access democratization”. 

The deadline for submitting the applications to the first edition of the “Technical Regulations Awards” ended on the 30th June 2021. 

The applications are now under jury appraisal.

World Portuguese Language Day

Even if only through digital platforms, on the 5th of May, Portuguese Language Day, a shared patrimony by our entities, is celebrated all over the world. 

Remember that UNESCO (United Nations Educational, Scientific and Cultural Organization) ratified on the 25th of November 2019, in Paris, the 5th of May as the World Portuguese Language Day. This occasion was already celebrated by CPLP (Community of the Portuguese-Speaking Countries), now taking on a new dimension. 

XII RELOP General Assembly

The RELOP General Assembly gathered on 19th March 2020 and was attended by ten of the Association’s twelve members.

At the meeting, the Members approved the 2019 Annual Report, elected the theme of the first edition of the Technical Regulation Awards and also had a final balance presentation by the Presidency of ARENE (2018-2019) carried out by Dr. Paulo da Graça.

During the General Assembly, Dr. Efrain Cruz, Director of ANEEL, and President of RELOP in the 2020-2021 biennium, presented the priorities and main lines of action of the Presidency, having also taken the opportunity to thank the trust placed in ANEEL to preside RELOP.

Throughout the General Assembly, chaired by Dr. Almerindo Fonseca, from ARME, some initiatives to strengthen institutional partnerships, communication strategies and promotion of the Association were also presented and discussed.

Finally, all members were pleased that such a wide participation was possible and by the success of the virtual meeting, where the members of the Association, despite the uncertain times and constraints caused by COVID-19, showed themselves to be participative and committed.

Postponed – XIII Annual RELOP Conference “Democratization of Access to Energy: Regulation and Citizenship”, scheduled for 20 March 2020 in Lisbon

In view of the recent developments of the Coronavirus (COVID-19) outbreak, RELOP decides to postpone the next Conference to a date to be designated.

The XIII Annual RELOP Conference scheduled for March 20, in Lisbon, at Palácio de Penafiel, at the headquarters of the CPLP. The Conference dedicated to the «Democratization of access to energy: Regulation and Citizenship», is part of the annual program of meetings between RELOP members.

When it is possible, the Conference will take place and it will be dedicated to the democratization of energy, as an answer to the climate emergency and energy poverty, being given the highlight to today’s and tomorrow’s consumers. Evidencing the fundamental role of regulation and citizenship, we will seek to identify the opportunities and challenges for our countries to have clean and safe energy at affordable prices, ensuring a fair and inclusive transition, still in this decade.

The Conference promoted by RELOP will feature several national and international experts in the field of energy, as well as academics and representatives of society from Portuguese Speaking Countries.

In addition to RELOP members, representatives from academia, diplomacy, students, companies and sector associations as well as the general public are invited to attend.

Registrations open for the XIII Annual RELOP Conference on Democratization of energy access: Regulation and Citizenship, 20 March 2020 in Lisbon

The XIII Annual RELOP Conference is scheduled for 20th March 2020, in Lisbon, and will be dedicated to the theme “Democratization of energy access: Regulation and Citizenship”.

This Conference integrates the annual meetings programme between RELOP members, and will count on the participation os international experts, academic representatives, businesses and sector’s associations.

Agência Nacional de Petróleo, Gás e Biocombustíveis of Angola joins RELOP membership

The members of RELOP unanimously voted for the membership of Associação Nacional de Petróleo, Gás e Biocombustíveis de Angola (ANPG), thus integrating as the twelfth member of RELOP.

ANPG regulates the exploration of oial and gas, being the responsibility of the Concessionária Nacional Angolana regulating, fiscalizing and promoting oil activities, namely the operations and contracting, in the field of oil, gas and biofuels.

With the accession of ANPG, RELOP believes that the activities that it proposes will have an even better and bigger projection.
